MEXICO: Mexicans yesterday voted in mid-term elections and were expected to punish President Vicente Fox for his unfulfilled promises by denying his conservative party control of the lower house of Congress.

The legislative elections are widely seen as a referendum on Mr Fox's presidency. Opinion polls show that his National Action Party will fail in its bid to take control of the lower house chamber of deputies.

Mr Fox came to power amid high hopes three years ago, but his most important reform proposals have so far been watered down or blocked in a congress dominated by the opposition Institutional Revolutionary Party, whose 71-year rule he ended in the 2000 presidential elections.
