Government funding agencies have not exercised sufficient financial control over local drugs task forces set up under the National Drugs Strategy, the report said.
it said "administrative and financial control arrangements were inadequately considered" before grants were given out. It added "the channels used to fund projects appear to be excessively complex" and should be simplified.
