BRUSSELS - The enlargement of the EU to eastern and central Europe can and should be achieved without either increasing the EU's budget share of member states' GDP or abandoning current policies, Commissioners agreed on Saturday, writes Patrick Smyth.

In an attempt to step in preparations for enlargement the Commission undertook an all day informal debate on its prospects and budgetary consequences.
