A psychiatric assessment on a troubled boy, who has been held in a remand centre for several months, was requested of the Eastern Health Board last April but has yet to be carried out, the High Court was told yesterday.

Mr Justice Peter Kelly said all parties had agreed a psychiatric report was required in the case of the 15-year-old boy and the delay in procuring that report was "most regrettable". The judge said he would require the board to give an explanation of the "system failure" which, he had been told, was the cause of the delay.

He listed the matter for review on December 1st.
