COTONOU - Voters in Benin went to the polls in presidential elections yesterday amid confusion and uncertainty as polling stations failed to open on time and others had no ballot papers.

By 11.00 a.m. local time - four hours after polls opened - voting had not even begun in two western districts or in parts of Cotonou, according to Mr Moise Bossou, vice chairman of the independent electoral commission.
