A farm near Annestown in Co Waterford is under restriction after two sheep were found to be suffering from symptoms similar to those found in Co Wexford.

Samples have been taken from the sheep and a decision on whether to send them to the World Testing Centre in Purbright, England, will be made tomorrow after initial testing is done in Ireland.

The Minister for Agriculture, Mr Walsh, said there was "no grounds for serious concern" and that the measures taken were precautionary.

He said results from samples taken from sheep in Camolin and Gorey, both in Co Wexford, were expected in the next 24 hours.

A restriction on the feeding of pigswill has also been introduced. The Minister said the Department knew of 31 farms using swill and, in light of the belief it was the cause of the outbreak of foot and mouth in Britain and the general concern about its use as feed, he had decided to implement an immediate ban.

The Minister said the cull in the exclusion zone around Proleek, Co Louth, had been done and a follow-up operation involving Department officials and Teagasc would begin over the coming days.

He also announced today measures to assist farmers indirectly affected by the crisis. Effective from today, the milk quota restructuring scheme will be postponed with a temporary leasing scheme introduced before the restructuring scheme begins again.

Mr Walsh said some of the problems being experienced by dairy farmers related to the "inability to buy in or to sell dairy cows or in-calf heifers".

Aid provision for tillage farmers participating in the Arable Area Aid scheme within 10 kilometres of the exclusion zone on the Cooley peninsula was also announced.

The Minister said because of restrictions on the movement of machinery and inputs in the area, tillage farmers would be eligible to put 100 per cent of their land into set-aside.

He said farmers unable to claim under the Arable Area Aid scheme would be entitled to payments for land left fallow.
