Charges of collusion between judges before the pairs figure skating final on Monday evening has plunged the International Skating Union (ISU) into turmoil.

ISU president Ottavio Cinquanta admitted the whole process of judging needed to be reviewed as he confirmed that US referee Ronald Pfenning had delivered an official complaint of wrongdoing against one of the judges who gave the title to the Russian duo.

Cinquantam confirmed the complaint from Pfenning did not involve vote swapping and that the complaint had nothing to do with Friday's start to the ice dancing competition.

One newspaper accused a French judge of agreeing to support the Russians in return that the French ice dance pair of Marina Anissina and Gwendal Peizerat won the gold in the weekend's competition.

"I was and am embarassed. I regret that we have had a loss of credibility," Cinquanta said. "Do not forget we have tried for more than 50 years to improve the system. From today we have to double our effort".

He said he had spoken to the accused judge, who he refused to name, and put the charges to the person. "I have an allegation, not proof, I have a denial".

The latest allegations of medal fixing came after the five-to-four decision by the judges to award the gold to the Russian pair of Elena Berezhnaya and Anton Sikharulidze over the Canadian world champion duo of Jamie Sale and David Pelletier.

The decision brought howls of protest from the spectators and claims of vote dealing.
