BRASILIA - Two years of negotiations paid off for Chile yesterday as it officially joined the South American trade group, Mercosur, made up of Argentina, Brazil, Paraguay and Uruguay. Under an agreement signed on June 25th, Chile must drop its customs barriers by an average of 40 per cent.
