President George W Bush is planning to sign an executive order barring federal funds to international family planning groups that offer abortion services and counseling, a White House official said

today.

The decision came as anti-abortion protesters marked the 28th anniversary of the landmark Roe v. Wade Supreme Court decision making abortion legal.

Then-President Bill Clinton suspended the measure, known as the ‘global gag’ rule, which had been put in place in 1984, as one of his first acts upon taking office in 1993.
