The Bill providing emergency powers to deal with the foot-and-mouth threat was cleared by the Seanad last night for early signing into law, writes Jimmy Walsh.

Praising members for the consensus approach they had adopted, the Minister for Agriculture, Mr Walsh, said: "We are going through an extraordinarily difficult time in relation to foot-and-mouth disease. We are frightened by the scale of the disease and the geographic spread of it in Great Britain."
