Brussels - Drivers banned in one country could soon be banned from every road in the EU under plans being finalised in Brussels.
Luxembourg, which holds the EU Presidency, hopes to present proposals for a system of EU-wide bans by the end of the year, which could be ratified and in force by the year 2000.
