The awards are presented annually for the best new designs in architecture, landscaping, interior design and urban planning from around the world.

The awards by the Chicago Athenaeum: Museum of Architecture and Design, the European Centre for Architecture Art Design and Urban Studies and the Metropolitan Arts Press give a global overview of the current aesthetic direction of today’s commercial, corporate, institutional, and residential work to the real estate, banking, business, and corporate community,

Designed by Bucholz McEvoy Architects, the low energy buildings in Mullingar fought off competition from 38 nations including Austria, Australia, Brazil, China, Germany, Great Britain, Norway, Saudi Arabia and the United States.

A jury of Mexican architects affiliated with the Colegio de Arquitectos de la Ciudad de Mexico, Sociedad de Arquitectos Mexicanos chose the winners from hundreds of entries.

Cathaoirleach of Westmeath County Council, Councillor Michael Dollard described the award as "a recognition of the investment in local democracy and customer services that is the foundation of local government in Co Westmeath”.
