At least 28 people, including two paramilitary police, were injured in a massive explosion today outside the main telephone exchange in Kashmir's summer capital Srinagar.

"We now have 28 people on the injured list, two of whom are in a critical condition," a senior police officer said. Islamic militants are suspected.

The blast took place early this morning and damaged a large portion of the exchange building which is heavily guarded around the clock.

"Most of the injured had been lining up outside waiting to pay their telephone bills," the police officer said.

Police said witnesses had identified a suspect who had joined the queue outside the exchange and could have planted the bomb.

"The suspect left the scene, saying he did not have enough money to pay his bill. The explosion occurred minutes later," the police officer said.
