An Taisce has criticised the development plan's narrow methodology, its concept of consensus, its list of priorities and its approach to sectoral issues.

While the heritage group welcomed the strategies to provide the foundation for future sustainable economic progress, to make the economy more competitive and to foster more balanced regional development, it saw little evidence that the plan envisaged systematic integration of environmental measures.

It criticised the plan's attempts to alleviate "the chronic transport crisis in Dublin and other urban centres", citing the lack of "evidence of any seismic shift to public transport".
