people who qualify for unemployment benefit - those who have been employed and have paid Pay Related Social Insurance;

people who qualify for unemployment assistance - those who after 15 months on the register and a means test move to unemployment assistance rather than benefit and people who have never had a job;

people signing for credits - people who are available for work but do not qualify for any payment.
