A plan to build a £55 million cement factory by the Sean Quinn Group in Ballyconnell, Co Cavan, has been held up after an appeal was lodged with An Bord Pleanala. A spokeswoman said yesterday that one appeal had been received after planning permission for the development was granted by Cavan County Council on November 20th.

An Bord Pleanala has a period of up to four months to determine the outcome of the appeal.
