The low level of the State training budget - less than 5 per cent - targeted at up-skilling those in employment is not sustainable, IBEC director general Mr Turlough O'Sullivan told Skillnets' Partnership in Training conference yesterday. He said the large disparity between the level of resources dedicated to the unemployed and those in employment was one of the main problems facing employers.
