One man, one vote. One federation, one vote

One man, one vote. One federation, one vote. Right? When can rowing have three votes and football, gymnastics, boxing, judo, volleyball, fencing, archery and cycling have two each? During the Olympic Council of Ireland elections of course.

Of the 37 votes on offer in the February 15th vote, nine sports out of a total of 27 command 19 votes. Funnily enough that is exactly the number of votes that would get a president elected for four years.
