Decentralisation means taking decisions at local level for local issues. Moving a centralised decision-making system to a different city does not stop the decision-making being centralised.

If the Government was serious about decentralisation it would be vesting far more power in local authorities, not transferring powers from them to the Custom House (or whereever the Department of the Environment staff will be next year). - Yours, etc,
