Sir, - In wartime, does one standard apply to African nation states, and an altogether different standard apply to Europe? Was it seriously erroneous for the International Red Cross and other relief agencies to provide aid by the trenches of the first World War? Would the humanitarian aid have been better deployed if given to either the German or British governments?

During the present Rwandan crisis, isn't the aim of all humanitarian groups to provide relief to refugee populations irrespective of their tribal allegiances? Their differences appear to centre on the means by which this aid might best reach those most in need.

Why not sanction the arms suppliers? Who are they? Perhaps they are European as well. - Yours, etc.,
