United Nations - A Venezuelan diplomat, Mr Enrique ter Horst, was appointed yesterday as deputy to the UN High Commissioner for Human Rights, former president, Mrs Mary Robinson.

Mr Ter Horst (49), who takes up his new post on February 1st, has held a number of senior UN positions, most recently as the secretary-general's special representative for Haiti from March 1996 to December 1997.
