"Lobbying is a positive element in democracy, we should encourage it", he said. "But we must make it happen within a system of openness and transparency that prevents it becoming an abuse of democracy and a temptation to corruption."

He was speaking on a Labour Bill to regulate the activities of paid lobbyists.

"Lobbyists seek to affect more than legislation, of course. And, to bring that into the light of day, we could create a system where every approach to a minister, an official or an elected representative must immediately be put into the public domain.

"Every letter seeking to affect a decision must immediately be published on the Internet, the day it is received. The record of every meeting, every phone call of a similar type, must be published in the same way.

"If you write to the prime minister of any of the Scandinavian countries, your letter goes instantly into the public domain. We now have the technology to extend that idea, in a simple, practical way", he said.
