The chief UN war crimes prosecutor today told the European Union that Croatia was still not fully co-operating with her efforts to arrest its most wanted indicted fugitive.

Prosecutor Carla del Ponte was meeting Luxembourg Foreign Minister Jean Asselborn on the eve of a decision by EU foreign ministers on whether to open membership talks with the former Yugoslav republic this week.

They are expected to postpone the start of negotiations, diplomats said.

"There is no change in our assessment of cooperation. The authorities are not demonstrating the will to arrest (General Ante) Gotovina," a spokeswoman told reporters.
