Madrid - Spain's cabinet proposed a series of measures on Friday yesterday aimed at cracking down on the armed Basque separatist group ETA, stripping juveniles of some legal protection and classifying minor crimes as terrorist acts. And the interior ministers of Spain and France met in Madrid, pledging to beef up border security and improve police co-operation on ETA.

The government approved a preliminary measure that would hold minors legally responsible for any crimes committed in their "street violence" campaign, which largely consists of fire-bombing property.

The proposal, which will be reviewed by opposition parties before being sent to parliament, also adds offences like burning buses or possessing bomb components to the list of anti-terrorist laws.
