York - The Church of England's general synod has decided that at diocesan tribunals hearing cases of alleged misconduct (usually sexual) by the clergy, the standard of proof will be merely that required in the civil courts, based on probability, rather than the higher standard of "beyond reasonable doubt" that applies in criminal cases, writes Robert Nowell.

However, observers consider that this may raise difficulties when the measure is eventually sent to parliament for approval.
