A more widespread Public Private Partnership programme would bring higher levels of efficiency and innovation to infrastructure programmes but was not a panacea for infrastructural development, according to the council. The report suggested such partnerships should be considered for not only economic but social and community infrastructure, with social housing a potential pilot project for PPPs.

An open and transparent framework for assessing the suitability of projects for partnerships was vital for community confidence, and the report emphasised the need for these projects to stay within sustainable budgetary parameters.
