MR DAVID Norris (Ind) spoke of the unsavoury off spill from public houses and night clubs in Dublin's inner city, complaining that such establishments regularly disgorged youths who urinated publicly, vomited and caused various other kinds of nuisance. Early last Sunday he had witnessed four men urinating against a shop window only yards away from O'Connell Street. A ripple of laughter ran through the Government benches when a member commented "operations freeflow".
Asking if such anti social behaviour was to tolerated in a capital city, Mr Norris said a person purporting to be a garda had told the Pat Kenny Show if the zero tolerance approach was introduced people would be cautioned or affested for insignificant matters such as public urination.
Mr Sam McAughtry (Ind) estimated that it would take at least half a million police to implement the decree of zero tolerance that Mr Norris seemed to require.
