BRUSSELS - Diplomats confirmed yesterday that the British government has circulated a memo to EU foreign ministries questioning the need for a summit of EU leaders in Dublin on October 5th, writes Patrick Smyth.

But a spokesman for the Department of Foreign Affairs said the meeting would be going ahead as agreed unanimously at the Florence summit.
