Taxes on plastic bags should be imposed on the manufacturer and not the consumer, according to a Dun Laoghaire-Rathdown Fine Gael councillor, Mr Eoin Costello.
Welcoming the report which urged the Government to impose a tax on plastic bags, he said the manufacturers "have had years to introduce alternatives to the non-biodegradable bag but have done nothing".
