The inquiry into allegations of abuse at the Brothers of Charity services in Galway recommends:
1: Continuing reviews of, and training for, child protection in both the Health Service Executive (HSE) and the Garda Síochána.
2: A review of use of campus- style residential settings for some 3,000 people in the care of the HSE, or its service providers.
3: Investment in community- based and family-based care for people with intellectual disabilities.
4: A more robust system of contract arrangements between the HSE and agencies, focusing on safety.
5: Monitoring of standards for disability services by the Health Information and Quality Authority (HIQA).
