GENEVA - The Italian Foreign Minister, Mr Lamberto Dini, appealed yesterday for a global treaty to be agreed within two years banning anti-personnel landmines, which kill, and cripple thousands of civilians annually.

Mr Dini, opening the 1997 session of the Conference on Disarmament, proposed that as a first step an international register of all exports of landmines be created.
