MANCHESTER - Two gay men are seeking a surrogate mother for a "family child", it emerged yesterday, hours after the British government announced tentative plans for a review of the law on surrogacy.

The couple, from Greater Manchester, who say they have "a God-given right to be parents", are looking for a mother or a lesbian couple who would have a child by artificial insemination and share his or her upbringing.

"I know that we would be brilliant parents," said Mr Russell Conlon (39), whose efforts to adopt or foster have been refused on disability grounds. He has osteoarthritis and osteoporosis, while his partner, Mr Chris Joyce (32), is epileptic.

The two men, who are unemployed and live in Collyhurst on the edge of Manchester, are using gay contacts and searching magazine classified ads for a potential mother in a settled relationship.
