THE Minister for the Environment, Mr Howlin, has been criticised for failing to put forward alternative emigrant voting rights legislation after the Government dropped its proposal to allocate three Seanad seats to emigrants' representatives.

The New York-based Irish Emigrant Vote Campaign called on Mr Howlin to state how the Government intended to deliver on its commitment in] principle to the emigrant vote.
