SIPTU delegates have called for a referendum on membership of Partnership for Peace in order to clarify the State's position. If there is a referendum, the union will campaign against membership.

The outbreak of ethnic conflicts in the Balkans and other parts of the world had led to rearmament and fears for world peace.

The conference delegates saw the Partnership for Peace as a further step down the road to war, with force becoming "the first option" in conflict situations.
