BRUSSELS - President Clinton has named an investment banker from his home state of Arkansas as Washington's new envoy to the EU. Mr Vernon Weaver (74), from Little Rock, takes the place of Mr Stuart Eisenstat, who moved back to Washington to become Undersecretary for Commerce and International Trade.
