Rangoon - Burma's military leaders have made a surprise move by creating a new ruling body but diplomats said it was too early to tell if it will lead to major policy changes.

The State Law and Order Restoration Council (SLORC), which has ruled since 1988, says it has disbanded and will be replaced by the State Peace and Development Council (SPDC). The 19-member SPDC includes four former SLORC leaders.
