The International Monetary Fund has criticised most aspects of Russia's anti-crisis plans, dubbing the steps a move away from forming a market economy. The remarks, obtained from the staff of First Deputy Prime Minister, Mr Yuri Maslyukov, were made by an IMF mission that left Moscow last week without approving the disbursement of a promised $4.3 billion (£2.9 billion) tranche of aid.
