The US Federal Reserve considered cutting interest rates earlier than thought in April, but held off for fear of upsetting already choppy financial markets, according to minutes of its policymaking committee issued yesterday.

Fed chairman Mr Alan Greenspan consulted other members of the Federal Open Market Committee on April 11th about easing rates.
