This Advanced Diploma in Public Procurement Law is available to study in person and through blended learning allowing students to study anywhere in their own time via the King’s Inns online portal. Attendance in person is required at the beginning and end of course where students will participate in practical problem solving discussions. The course takes place over a period of 17 weeks on Wednesday mornings 8.30 – 9.50 am commencing in October 2019.
Open to lawyers and non-lawyers, and delivered by public procurement experts, the course provides participants with a comprehensive and practical knowledge of the public procurement regime, including the recent amendments, and addresses a range of issues in depth, from drafting invitations to tender, to conducting the various procurement processes, selection of tenderers, tender evaluation, contract conclusion and procurement litigation.
Participants will have a thorough grounding in the differences between the utilities and public sector regimes, and the intersection between procurement law and competition, state aid and intellectual property. To be awarded the Advanced Diploma in Public Procurement Law a participant will be required to successfully complete two written assignments.
Former student, and now current course co-ordinator of the Advanced Diploma, Dr. Aoife Beirne BL says; “In the current climate, an understanding of the law that governs how goods and services are procured by public bodies is vital for anyone working in the area. Having been exposed to the area in practice, I felt that I would benefit from a course that would assist me in navigating my way around the complex Irish and European rules, which are also the subject of a rapidly expanding body of case law. Acknowledged legal experts in the field of public procurement, including partners from the top tier law firms and Senior Counsel, deliver an excellent standard of teaching.
“I now co-ordinate and lecture on the diploma with Dr Catherine Donnelly BL, who is another Irish expert. The vast majority of feedback we receive indicates that the diploma substantially increases the students’ knowledge of the area, and that it has been hugely beneficial in developing their careers. The course is suited equally to those from a non-legal background and lawyers. Past students have included employees of the Office of Government Procurement, county councils and government departments,” says Beirne.
Deadline for applications for the 2019/2020 course is Monday, September 16th, 2019. For more information, and to apply online, please visit the King's Inns website here.
