Madam, - Fianna Fáil's ability to shift blame for everything to someone else never ceases to amaze me. Take the letter from Cllr Chris Andrews (September 30th) about Temple Bar.

Fact one: responsibility for Temple Bar has, since 1997, been that of the Fianna Fáil-controlled Department of the Environment.

Fact two: responsibility for Temple Bar has been transferred by that same Fianna Fáil-controlled Department of the Environment to the unelected City Manager and City Council executives.

Fact three: this can be changed by the present Fianna Fáil Minister for (sic) the Environment invoking his powers under Section 2 of the Local Government Act of 2001. The Minister does not even have to pass any legislation.

If Cllr Andrews really wants to reform the structures governing the development of Temple Bar he should contact his party colleague and Minister Martin Cullen TD, who has the power, but probably not the will, to achieve this. - Yours, etc.,
