Sir, – While it is generally agreed that the points system is in need of reform, it must be said in favour of the present system that it is transparent and, as far as one can see, free from political influence.

For this reason, the proposal of a “general lottery” as part of a reformed system in the Hyland Report worries me. If a lottery is to form part of the reformed system, let us hope that those who manage the system can assure us that the lottery will be impervious to the influence of politicians and public representatives. – Yours, etc,
