London - The tortures alleged against Gen Augusto Pinochet were not crimes against humanity because if they happened they did not occur within an armed conflict, the House of Lords was told yesterday. Ms Clare Montgomery QC, for the former Chilean dictator, told a panel of seven Law Lords that when the concept of crimes against humanity emerged during the second World War, they were invariably associated with the waging of international war.
