London - The Spanish government threatened to disrupt and destabilise Gibraltar more than a year ago but the Foreign Secretary, Mr Robin Cook, did nothing about it, it was claimed last night.

But a Foreign Office spokesman was unable to confirm or deny the authenticity of a leaked Spanish government minute in which Spain's foreign minister, Mr Abel Matutes, threatened in December 1997 to "continue preventing Gibraltar from living and prospering at the expense of Spain".
