Local authorities have "clearly failed" to live up to their obligations to facilitate the settlement of travellers, according to the Secretary General of the Department of the Environment and Local Government. Mr Jimmy Farrelly told yesterday's meeting of the Public Accounts Committee there was a need for a different approach to the problem and new legislation would be tabled in the next few months.
