A KEY principle in transforming the public service is that "leadership is needed at all levels, not just at the top", the Taoiseach has said.

In a Dáil debate on the OECD report Towards an Integrated Public Service, he announced the membership of the taskforce he has appointed to develop an action plan, by the end of the summer, for the public service.

Chaired by the secretary general to the Government Dermot McCarthy it includes Mark Ryan, country managing director, Accenture; John Moloney, group managing director, Glanbia; Breege O'Donoghue, director, Penneys Primark; Paul Haran, principal, College of Business and Law, UCD; the secretary general responsible for public service management at the Department of Finance and the secretaries general of the Departments of Health, Environment and Education.
