The European Commission has unveiled list of US products it may target.
This would be retaliation if the Bush administration does not comply with a World Trade Organisation ruling that the United States must end tax breaks for foreign sales corporations.
A commission spokeswoman said the value of the products exceeds $4 billion.
The list includes agricultural, metals and textile products, and some games and electronic equipment.
