The European Union is expected to lay the ground for further "targeted" sanctions against the regime of Zimbabwean leader Mr Robert Mugabe.

Foreign ministers at the EU summit in Barcelona are expected to declare the country's presidential elections could not be accepted as either "free or fair".

Their declaration will pave the way for further measures against the Mugabe regime at next month's meeting of EU foreign ministers in Brussels.

The EU has already instituted sanctions against Zimbabwe following the expulsion of the head of the EU election observers.
