The new Culture Secretary, Ms Tessa Jowell, started her first day in the job by launching a huge sculpture which has transformed the flagship gallery, Tate Modern.

Spanish artist Juan Munoz has installed a new suspended floor in the vast turbine hall from which visitors can view a tableau of sculptured grey characters at work.

Ms Jowell said the work was "extraordinary". Munoz's work, Double Bind, took 12 months to produce.
