The Presbyterian Church urged the British and Irish governments, politicians and the paramilitaries to "respond thoughtfully and truthfully" to the report.

The co convenor of its church and government committee, Dr Godfrey Brown, said "No one group will ever get everything they want that is the nature of compromise. We ask those involved to try to make room for one another's point of view based on the positive suggestions of the commission to explore new political approaches.

"The requirement for a complete commitment by all parties to peaceful methods of negotiations is vital."
