Paris - The UN Secretary-General, Mr Kofi Annan, heaped praise on President Clinton yesterday and said the next president needed to be open to the views of the outside world.

"[Clinton] is someone who knows politics, who lives politics. He is a man who is intellectually brilliant. I believe that historians will judge him very favourably," Mr Annan said in an interview with Europe One radio.

"He had a few personal problems, but honestly he has made a very big contribution."
